You can find the Viper Commandos Warbond in the Acquisition Menu, accessible while in your Super Destroyer ship. Scroll down until you see it below the previous Warbond,Polar Patriots. As it is aPremium Warbond, you can only get it by exchanging 1,000 Super Credits (SC).
