The Arhat Gold Piece can be obtained after defeating the First Prince of Flowing Sands boss by the Valley of Despair Shrine. During the fight, you do have to bait him to destroy the wall with all the praying monks.
It’s rather easy to have the First Prince attack this area of the arena since he’s very aggressive and tackles you everywhere you go. Just make sure that during the fight, he doesn’t pin you against the wall and kill you.
If at any point in the fight, you never get him to destroy that wall for you, all is not lost. You can use the Wandering Wight spirit after the fight to destroy this. The area is still accessible, so you’re free to come back to it to do so.
Once the wall is broken, you will enter a new area where its only purpose is to gather this item from a chest.
